Emergency exercise – Simulated bomb explosion on board an aircraft and fire

Dear journalists,

Today, 23.11.2022, Timisoara International Airport “Traian Vuia”, organized an emergency exercise for the hypothesis of a complex intervention generated by the occurrence of an act of unlawful intervention. The action is part of the Crisis Management Plan, a document which sets out various situations that impact on the safety and security of flights and passengers.

The scenario prepared by the crisis management team was based on the premise that, after landing an aircraft, the crew is asked to change the taxi route and stop at the isolated parking area, when a bomb threat against the aircraft has been received by telephone at the airport.

During the taxi, the device was triggered and an explosion occurred in the aircraft’s baggage hold.

After the immediate intervention of rescue and fire-fighting teams, the fire was extinguished and the passengers were evacuated immediately and transported to a safe area.

The emergency situation was announced through the National Emergency Call System (112) and the County Emergency Committee decided to activate the Red Plan.

All the institutions authorized to intervene in such situations reacted promptly, and the airport’s own intervention forces were mobilized on the scene, with fire-fighting water and foam extinguishing vehicles, together with teams from the SRI, ISU, SMURD, Gendarmerie, Police, Prosecutor’s Office, who intervened with personnel and means specific to each institution.

Medical crews carried out triage and first aid, and passengers were then categorised according to the severity of their injuries. Passengers requiring hospitalisation were transported by ambulance to the County Emergency Hospital.

The Gendarmerie had the role of securing and protecting the area around the aircraft.

The police have been smoothing the traffic of emergency vehicles and emergency vehicles on the route to and from the city. The police also provided support for the protection of the area where the action took place and for the preservation of evidence to be analysed by the forensic service of the Timis IPJ.

We thank for the firm involvement and exemplary collaboration with all the institutions present and we thank the officials who participated as observers from the Timis County Prefecture, Timis County Council, AACR, Ministry of Transport, Timis IPJ, Timis Transport Police, Timis Border Police, Timis ISU, Timis County Gendarmerie Inspectorate, SMURD.

According to the regulations, such actions are organised every two years in order to test the response capacities of the institutions and the way they interact and cooperate.

The simulation exercise ended without incident and the scheduled air traffic during the same time frame was not disrupted.

SISA project presentation

INTEGRATED AIRPORT SECURITY SYSTEM (SISA)

Timisoara International Airport “Traian Vuia” and the Ministry of Transport and Infrastructure signed on 22.09.2022 the financing contract no. 178 for the investment project “Integrated Airport Security System (IASS)”.

The overall objective of the project is to increase aviation safety and airport security.

This acquisition contributes to ensuring a high level of security during the conduct of civil aviation activities at Timisoara Traian Vuia International Airport and its continuous improvement in accordance with the MPGT strategy document and Regulation (EU) No. 139/2014 laying down technical requirements and administrative procedures at aerodromes through the execution of works for the construction of a perimeter security road, a perimeter security fence, the modernization/rehabilitation of access control points 1, 2 and 5, the realization of a PSI substation for rapid intervention, the modernization of video surveillance systems and the realization of external networks serving the objects realized for non-economic activities.

The specific objectives of the investment project are:

  1. Ensuring a high level of security during civil aviation activities at Timisoara “Traian Vuia” International Airport by building a perimeter security fence by December 2023.
  2. Ensuring a high level of security during civil aviation activities at Timisoara “Traian Vuia” International Airport by upgrading/rehabilitating access control points 1, 2 and 5 by December 2023.
  3. Ensuring a high level of security during civil aviation activities at Timisoara “Traian Vuia” International Airport by upgrading video surveillance systems by December 2023.
  4. Increase the response capacity to ensure a high level of safety at Timisoara International Airport “Traian Vuia” during civil aviation activities by building a Psi substation for rapid intervention until December 2023.

The total value of the project is 136.652.755,34 lei of which the EU co-financing is 97.516.673,66 lei.

The project implementation period is 32 months, starting 12.05.2021 until 31.12.2023. The investment project “Integrated Airport Security System” has been given the code 155595 in MySMIS.

The project is financed by non-reimbursable European funds, through the Large Infrastructure Operational Programme (MIP) 2014-2020, Priority Axis 2 – Development of a multimodal, high-quality, sustainable and efficient transport system, Specific objective 2.3 – Increase the sustainable use of airports.
